Mounds View Planning Commission April 7, 2004 <br />Regular Meeting Page 2 <br />________________________________________________________________________ <br /> <br />5. Review of the Land Use Section of the Comprehensive Plan <br /> <br />Commissioner Miller asked for further information on affordable housing and the definition of it <br />in the policy under goal two. <br /> <br />The Commission discussed affordable housing and acknowledged that the City exceeds the <br />benchmark requirement of the Metropolitan Council and there is no need for any change to the <br />language. <br /> <br />Community Development Director Ericson explained that the benchmark has changed over the <br />years but the City has always exceeded the benchmark. <br /> <br />Commissioner Miller commented that Page 27 references a design theme for County Highway <br />10. She then asked whether the City has developed a design theme for County Highway 10. <br /> <br />Director Ericson indicated that the City has not yet created a design theme but there is a <br />redevelopment plan for County Highway 10. <br /> <br />Commissioner Johnson asked whether the City could add a policy to require putting in a bike <br />trail along Highway 10. <br /> <br />Director Ericson commented that adding it as a policy is a good idea but explained that Council <br />is not going to wait any longer and they intend to authorize going forward with the trailway <br />project for the corridor utilizing TIF funds. <br /> <br />Commissioner Johnson asked what happens if a developer says no to the trail. <br /> <br />Director Ericson indicated Staff would update the map for the Commission and that it is policy <br />that the developer is responsible for a trailway wherever it shows on the Comprehensive Plan <br />and Staff has not had any issues with that. <br /> <br />The Commission confirmed that no changes are needed to the land use section of the Plan. <br /> <br />Commissioner Hegland suggested that it would be nice to have a summary of what has changed <br />between the existing and new plan. <br /> <br />Chair Stevenson asked if Staff could update the land use map. <br /> <br />Director Ericson indicated that copies of the Comprehensive Plan are available if Commissioners <br />do not have one. <br />_____________________________________________________________________________ <br /> <br />6.
