One located on Silver Lake <br />Road and one on Highway 10 which would be a right in and right out access. He then explained <br />when the plat was approved in 1997, MNDOT had jurisdiction and had approved the access <br />onto Highway 10 but that will need to be confirmed with Ramsey County. <br /> <br />Director Ericson explained the garbage dumpster enclosure meets the requirements of the <br />previously approved planned unit development and there will be no other accessory structures on <br />the property. <br /> <br />Director Ericson explained the drainage and utility issues were discussed with Rice Creek <br />Watershed but the developer will not need official approval, as the property is smaller than 2.5 <br />acres. The pond is designed to handle more drainage than the building will require. <br /> <br />Director Ericson explained he and the developer have discussed a trailway along Highway 10 <br />and Staff has asked for an extended trailway to connect the trailway from Silver Lake Road all <br />the way down to County Road I. He also noted the City may pay for lights if the developer <br />agrees to the extended trailway. <br /> <br />Director Ericson explained the signage would be relocated from the other location of Minnesota <br />Institute for Public Health and used at this site. This amounts to 56 square feet of signage which <br />is within City requirements. <br /> <br />Director Ericson summarized that this is a purely informational discussion for the Commission to <br />look at the plans provided and provide input as needed. There is no action required on this <br />tonight. <br /> <br />Director Ericson pointed out he has been in contact with the property owner to the south who is <br />concerned with the placement of the proposed building on the lot. The applicant is proposing to <br />set the building back 30 feet from County Highway 10. The property owner to the south is <br />concerned that the proposed building would block the view of his building if the building were <br />built as proposed. <br /> <br />Commissioner Miller asked if someone could tell the Commission what the Minnesota Institute <br />of Public Health is. <br /> <br />Mr. Jerry Jaker, Director of the Minnesota Institute of Public Health explained the Minnesota <br />Institute of Public Health is a non-profit organization that has been in business for 28 years in the <br />City of Anoka. The reason they are seeking to build a building in Mounds View is due to the <br />fact that they have outgrown their current location and Mounds View seems to be a central <br />location for their employees. <br /> <br />Mr. Jaker handed out materials to the Commission giving information on the Minnesota Institute <br />of Public Health. He pointed out they are not an agency of government but are a freestanding <br />5013C non-profit organization that offers research-tested and powerfully communicated advice <br />on how to take better care of yourself.
