The neighboring oommunities
would be reviewing this Update, and approximately 6 months from
now,ens ld have Councilther formallyrtookty to provide input
a vote.
Chairperson Mountin noted that, because of the small number of
presenting
citizens
;ent, rather the Commission would than
the
would address
its entirety,speciiio questions
from the citizens:
Bill Doty, 3049 Bronson Drive: What is the City's viewpoint/stand
on the airport'
Mountin-The Anoka County -Blaine Airport has been an issue within
the community for ly 20
he
adopted Resolution
November 28, 1977,ntolyears. T
expressMoundsView'syConcerns and feelings74,
relative to the impact of airport expansion. The current status
of the airport has been determined by two important state legisla-
tive actions, the 1979 Moratorium Bill and the 1980 Supplemental
Appropriations Bill: The 1979 Moratorium prevents construction of
air navigational and storage facilities until July 1, 1931. The
1980 Supplemental Appropriations Bill restricts the role of the
rice. County -Blaine airport. Although the Airports Chapter of the
bopolitan Development Guide claseifices the Anoka Counity-slaine
nen,
Afrport as an intermediate airport; these twr a
in conjunction with one another, clearly prohibits developing the
airport as an intermediate category facility.- The impaot of the
airport is almost entirely involved in land use and environmental
disruption. The City of Mounds View is extremely concerned that
residents of the area and their interests be taken fully into account
and protected. The City has taken the position that no additional
expansion of facilities and services be allowed, as further expansion
would create greater disruption to adjacent existing residential areas
and to further constrain land use development in Northern Mounds View.
The City supports the completion of the Airport Master Plan oriented
toward evaluating the future of the airport as a minor facility and
the development of an Operations Plan that will protect the residential
areas in the northern section of the City from both noise and low
flying aircraft.
Bill Doty, 3049 Bronson Drive: Are there specific guidelines for zoning,
David Lic: planning, etc.
zoning, etc}.tare limposed he aby thell yMetropolitandCounciins to residential areas,
Mountin: The Planning Commission has taken the position of encouraging
homes for low/moderate income families/persons.
-or McCarty congratulated the Planning Commission for thoir efforts in
\✓ ing this Comprehensive Plan Update together.
September 10, 1980
