Miller, indicatea <br />that hhe property bounded by Minn9sota Trunk Highway q10, Ccu»ty Road <br />J and Judicial Ditch fll, is a Type II watlur~dj and <br />WHEREAS, the Mounda View Compreheneive Plan atates the folbow- <br />ing under Industrial Goale and Policiea: "Industrial development ehall <br />be prohibited on wetlands, Elood plains, ahoreline, and other natural <br />£ee~ures that perform importznt public protaction functione in thair <br />natural etate."r and <br />WHEttEAS, the proposed eubdivision holds a substantial portion <br />of the remaining wetlarida in Mounds Viawj and <br />j --~' WHEREAS, the attachment to tha preliminary plat entitle8 <br />~ "Drainaga Plan" {received by the City on January 2, 1981) ahows that <br />~ bhe exietSnq watlands would aesetttially ba eliminated khrough f3111na <br />~ if the propoaed suUdi.vision ware to be apprnvedj <br />~~~I NOW, THEREF~JRE,SE IT RESOLVED by tho Planning and Zoning <br />~, Commisaion that the Eollowing aro recommended to the City Couttcil: <br />1) That the subdivision shown on the ~reliminary plat <br />(revised 11/14/80) and attached drainage plan, received <br />January Z~ 5.981, be denied as propoaed. <br />2) That L•he City Council detiarmine which portions of the <br />wetlands on the c3ted property ~hould be protacted and <br />preserved tn the public interest beEore consideration <br />is given to alternative pzoposals by the subdividar. <br />If, however, tha City Council chooses to approve the propoxed eubcli° <br />vision (and accompanying zoning changes), then tha Planning and 2oning <br />Commission recommends that such approval be continqent upon the <br />fol.lowing: <br />1) Adminiatrative approval is obtained from Rice Creek <br />Watezshed District. <br />~ 2) All outatanding Eees are paid by the subdivider. <br />
