April 19, 2000 <br /> <br />MOTION/SECOND: Miller/Johnson to approve the April 19, 2000 meeting minutes as <br />corrected. <br /> <br /> Ayes – 8 Nays – 0 The motion carried. <br /> <br /> <br />6. Planning Case No. ZC00-002 <br /> <br />Property Involved: 2387 Highway 10 <br />Public Hearing and Discussion Regarding a Planned Unit Development for a Walgreens <br />Drugstore and Culver’s Restaurant at the Northeast Corner of Highway 10 and Edgewood Drive. <br />Applicant: TOLD Development Company (Representative: Bob Cunningham) <br /> <br /> <br />The applicant was present. <br /> <br />Planning Associate Ericson gave the staff report as follows: <br /> <br />Bob Cunningham, representing TOLD Development Company, is requesting approval of a <br />Planned Unit Development to construct a Walgreens Drugstore and Culver’s Restaurant at the <br />northeast corner of Highway 10 and Edgewood Drive, on the Videen parcel as well as the <br />property commonly referred to as the City’s “remnant parcel.” One of the actions necessary to <br />accomplish this proposal is the subdivision of the City Hall parcel in order for the developer to <br />acquire the remnant parcel that was created during the realignment of Edgewood Drive. The City <br />has constructed a storm water holding pond on the remnant parcel. There has been significant <br />discussion regarding what would be appropriate for this parcel, and significant discussion with <br />the applicant regarding this application. <br /> <br />Planning Associate Ericson stated that the Planned Unit Development would involve a rezoning <br />and major subdivision of the property, in order to create the proposed lot. He explained that this <br />process would also combine other lots into two developable parcels. The applicant has proposed <br />to trade 7.7 acres of the Midland Videen site for the City’s one acre remant parcel. He provided <br />the Planning Commission with the site plan, which depicted the area of the Midland Videen site,
