Mounds View Planning Commission June 7, 2000 <br />Regular Meeting Page 26 <br /> <br /> <br />Planning Associate Ericson stated that a public hearing notice was published in the Focus <br />newspaper, and that went out to all residents. He indicated all property owners within 350 feet <br />of the City Hall, the Community Center, the Midland Videen property and the remnant parcel <br />were notified of this public hearing by mail. <br /> <br />Commissioner Thomas stated that she has lived at the Landmark Estates for four years, however, <br />she had only learned that this public hearing was taking place because she was invited to attend <br />the meeting in her role as a Commissioner. She added that a large number of residents at the <br />Landmark Estates do not receive the Focus newspaper, which is not delivered to the doors of the <br />townhouses, nor did it appear that any other form of notification was provided. She pointed out <br />that there are as many individuals who live in this townhouse complex, which is directly adjacent <br />to the Community Center and the subject parcel, as there are residents who live along St. <br />Stephen Street. <br /> <br />Planning Associate Ericson stated that staff could examine this, to determine how the <br />notification is distributed, and this would be addressed in future mailings. <br /> <br />Chairperson Peterson inquired how the management of a community property distributes <br />messages to individual residents. He indicated some communities have Apartment Owners <br />Associations, which are groups of property owners who work in a cooperative effort to inform <br />each other regarding bad tenants, and so forth. He advised that if there were such an <br />organization in Mounds View, this might be a good mechanism for the distribution of public <br />notices. <br /> <br />Commissioner Thomas stated that the Landmark Estates was not a secured building, in which the <br />residents utilize locked mailboxes. She explained that these were individual addresses that could <br />have been notified by mail, however, were not. <br /> <br />Planning Associate Ericson stated that the Landmark Estates property was indicated on the <br />notification map. Chairperson Peterson stated that the notification was provided to the owner of <br />this rental property. <br /> <br />Planning Associate Ericson stated that the City could take that extra step, possibly by personally <br />contacting the management of these properties to work out a system to ensure that future <br />notifications are posted, and if necessary, a staff person could go to the property and hand deliver <br />the notices. <br /> <br />Commissioner Johnson inquired if public notification was required for a preliminary meeting <br />such as this. Chairperson Peterson advised that this meeting was advertised as a public hearing, <br />and therefore, the notification process was subject to the same requirements as any other public <br />hearing. <br />
