Mounds View Planning Commission June 7, 2000 <br />Regular Meeting Page 35 <br /> <br /> <br />Development Director Jopke stated that the Watershed District has been discussing the <br />construction of improved divided pathways in the area, in addition to maintaining the natural <br />environment. <br /> <br />Community Development Director Jopke stated that the Highway 10 Steering Committee has <br />been meeting, and examining all of the previous studies and common issues that have been <br />generated by those studies. He advised that at the first meeting, Bill Morrish from the University <br />of Minnesota Design Center was present to discuss arterial roadways and different means to <br />consider those. He indicated there was participation from Dan Soler from Ramsey County at <br />both meetings, which has been very helpful in terms of providing an understanding of the <br />Ramsey County perspective. <br /> <br />Community Development Director Jopke stated that at the last meeting that was held the <br />previous evening, the Steering Committee examined some of the issues and concepts pertaining <br />to the roadway, and established their priorities for those issues. He stated that the highest <br />priorities included the name change and speed limit on Highway 10, and they were currently <br />examining all of the issues pertaining to trailways and buffers as well. <br /> <br />Community Development Director Jopke stated that the redevelopment of Highway 10 was a <br />two-phase process. He explained that the initial phase involves looking at the important items in <br />an action plan, and the priorities that are important to the City. He indicated the Committee has <br />identified those priorities at this point in the process. He advised that a community meeting <br />would be held on July 11th, at 7:00 p.m., in Council Chamber, and this meeting would be <br />televised in order to present those priorities to the public to ensure that they are in keeping with <br />views of the community. He explained that following this meeting, a report would be made to <br />the City Council indicating those priorities, at which time the Council would have the <br />opportunity to give their approval. <br /> <br />Community Development Director Jopke stated that during the second phase in this process, <br />they would prepare a detailed action plan of those steps that the City could take to guide the <br />future development along the Highway 10 corridor, including short-term safety measures that <br />could be made immediately. He stated that this would also involve researching various funding <br />sources including Ramsey County, and producing a long-term plan for Highway 10 and a <br />definite action plan to proceed in that regard. He stated that the emphasis was to move beyond <br />the study stage, and ensure that something is accomplished to better the corridor. <br /> <br />Community Development Director Jopke stated that he, Mayor Coughlin and Chairperson <br />Peterson are also participating in workshops with the I-35W Corridor Coalition, having attended <br />the first of those meetings the previous week. He advised that they were examining the entire <br />Coalition with other communities and their representatives, to discuss what they identify as <br />common interests in neighborhood areas, and their definition of livable communities. He stated <br />that the ultimate objective of these discussions is to bring forward projects that the Coalition <br />supports, and within his group, he has clearly identified Highway 10 and livability as important <br />issues and potential projects for the Coalition to examine.
