Mounds View Planning Commission July 19, 2000 <br />Regular Meeting Page 4 <br /> <br />Planner Ericson stated the drainage plan is in its final form and has been reviewed by the City <br />Engineer who indicated the outlet from the subject parcels could be put in a more appropriate <br />location. <br /> <br />Commissioner Laube arrived at 7:10 p.m. <br /> <br />Planner Ericson stated it would be more appropriate to relocate the storm drain to disturb as little <br />wetland as possible, which will occur. All other aspects of the drainage are satisfactory and the <br />Rice Creek Watershed District has indicated support for what is being proposed. He stated the <br />only other change that will occur with the site plan is the addition of a safety bench within the <br />storm water pond to provide an added measure of safety. <br /> <br />Planner Ericson noted the specifications for lighting fixtures. He explained the plans showed <br />four shoe-box style lighting fixtures along the Highway 10 trailway and staff recommends, <br />instead, five decorative lights which are the same as will be installed along Edgewood Drive. <br /> <br />Planner Ericson noted the inclusion of the proposed resolution and recommended it be corrected <br />to explicitly state the rezoning will be from PF and B-3 to PUD. He proposed a revision to the <br />Resolution title, advising that staff will insert that language and correct the trail width to 9 feet. <br />Planner Ericson noted the attendance of Bob Cunningham and offered to answer questions. <br /> <br />Bob Cunningham, representative of TOLD Development Company, stated he has no issue with <br />increasing the trail width to nine feet. He stated the monument signage is proposed for the <br />intersection of Edgewood Drive and Highway 10 but he does not have a colored rendering of the <br />proposed signage. He presented a colored rendition of the proposed building, noting there will <br />be no signage on two of the elevations. He stated this rendering shows the color of the brick <br />being closely matched to that of the theater, Community Center, and City Hall buildings. He <br />stated a metal cap will also be added to the corner element to add a similar design feature as <br />contained on the Community Center. <br /> <br />Commissioner Miller asked if the plans include a pylon sign. <br /> <br />Mr. Cunningham stated they do not propose a pylon sign but do propose a 65 square foot <br />monument sign in keeping with the style of the City Hall monument sign. The brick base will <br />match the building brick and the sign will be on top of that. He stated a similar sign will also be <br />proposed for the restaurant site. <br /> <br />Commissioner Thomas asked if the right-out turning movement has been eliminated from <br />Highway 10. <br /> <br />Mr. Cunningham stated they had requested a right-in/right-out from Ramsey County but that was <br />denied and a right-in only was granted which Walgreens has now agreed to. <br /> <br />Commissioner Kaden stated the corner of Lot 2 shows an area jutting into the wetland and asked <br />if that is a change. <br /> <br />Mr. Cunningham stated it is a slight change at the request of Culver’s Restaurant to <br />accommodate a future parking expansion area, if needed.
