<br />. <br /> <br />. <br /> <br />. <br /> <br />MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 125-85 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION OF RECOMMENDATION TO THE CITY COUNCIL REGARDING <br />PLANNING CASE 16S-85, M.H. ANDERSON CONSTRUCTION, MINOR SUB- <br />DIVISION, SPRING LAKE PARK KNOLLS, WEST ONE-HALF OF LOTS 113 <br />AND 114 (N.W. CORNER OF COUNTY ROAD H-2 AND SILVER LAKE ROAD) <br /> <br />WHEREAS, M.H. Anderson Construction has requested City <br />approval of a minor subdivision; and <br /> <br />WHEREAS, the subdivision is two lots into two lots; and <br /> <br />WHEREAS, part of the lots are in the wetland zone and <br />floodplain zone; and <br /> <br />WHEREAS, the Ramsey County Soil and Water Conservation <br />District has reviewed the site with Staff and has determined that <br />the proposed development will not encroach into the existing wet- <br />land; and <br /> <br />WHEREAS, the Minnesota Department of Natural Resources has <br />reviewed the site and determined that no permit will be required <br />from the Mn DNR; and <br /> <br />WHEREAS, the developer will compensate for the minor <br />amount of fill to be placed in the floodplain by creating a <br />corresponding amount of extra excavation in the back portion of <br />the lots (the lots will still drain to the north); and <br /> <br />WHEREAS, M.H. Anderson has provided a site plan showing <br />proper setbacks, building elevations and other pertinent data; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View <br />Planning Commission recommends adjusting the wetland map per <br />Attachment No.1 and issuing a wetland alteration permit f6r <br />filling and constructing a single family house on each lot in the <br />wetland buffer area; <br /> <br />BE IT FURTHER RESOLVED that the Mounds View Planning <br />Commission recommends the issuance of a conditional use permit <br />for filling and constructing a single family house on each lot <br />in a floodplain zoning district; <br /> <br />BE IT FURTHER RESOLVED, that the Mounds View Planning <br />Commission recommends a fifteen foot wide utility easement on the <br />west side of the west lot; <br /> <br />BE IT FURTHER RESOLVED, that the Mounds View Planning <br />Commission recommends approval of the minor subdivision subject <br />to Chapter 49A Requirements for said property. <br />
