Letter from the New Apostolic Church, Minneapolis Congregation (9/8/96) <br /> <br />WHEREAS, the Planning Commission does hereby make the following findings of fact <br />regarding the requirements set forth in Section 1106.04, Subd. 1 of the Mounds View Zoning <br />Code. <br /> <br />a. <br /> <br />Front yard depths shall be a minimum of thirty five feet (35'). <br /> <br />Complies. <br /> <br />b. <br /> <br />Side yards shall be no less than thirty feet (30'). <br /> <br />Complies. <br /> <br />c. Adequate screening from abutting residential uses and landscaping is provided in compliance lvith Section <br />1103.08 of this Title. (A copy of this Section is attached.) <br /> <br />The applicant has not provided adequate screening from abutting residential uses in that <br />the width of the landscape buffer areas along the property lines are less than is typical <br />for churches in the community. The proposed plan shows landscaped buffers of 10 feet <br />along the east end of the north property line and along the east property line, between <br />the parking lot and adjacent single family homes. Parking lots are not typical <br />improvements in the R-l single family residential district and represent a more intensive <br />use of property than is typical for this district. The minimum width of landscaped buffer <br />areas between parking lots on other church sites in the community and adjacent <br />residential uses is 14 feet with the typical width being 30 feet. The type of landscape <br />material proposed will not provide an effective screen at least eight feet in height. This <br />criteria is not met. <br />
