Approval of this development rcview is <br />contingcnt upon approval of this variance. <br /> <br />WHEREAS, the Planning Commission does hereby find that the landscape plan as <br />proposed satisfies the requirements of the Code as amended below: <br /> <br />. <br /> <br />The landscaping proposed for this site has been reviewed by the City Forester, who has <br />recommended changing one of the tree types (Regal Elm) for a more appropriate species <br />(Hackberry). The sod line should be realigned to encompass the children's play area as <br />indicated in the staff report. A gate should be added to the chain link fence along <br />Eastwood Road to accommodate pedestrian access and a path connecting the parking lot <br />with Eastwood Road. A row of Anthony Waterer Spirea or Dwarf Korean Lilac <br />(depending upon availability) should be added in between the parking lot and Highway 10 <br />front of the townhouse units. The 26 stall garage building should be shifted down 18 feet <br />to allow for greenspace at either end, instead of only at one end. A Spring Snow Crab <br />tree shall be planted on both sections of greenspace. If the 10 inch Elm shown on the <br />landscape plan can be retained after the garages have been repositioned, the Spring Snow <br />Crab at this end will not be necessary. Last, the three Black Hills Spruce shown to be <br />added in the open area along Eastwood Road should be pushed back toward the fenceline <br />so as to maintain an open, unimpeded playing area. <br /> <br />WHEREAS, the City Engineer has reviewed the drainage plan for this site and has found <br />it acceptable and consistent with the Master Drainage Plan previously approved by the City <br />Council and Rice Creek Watershed District; and, <br /> <br />WHEREAS, the City Fire Marshal has reviewed the site plans and finds the layout meets <br />Fire Department requirements for emergency vehicle access. <br /> <br />. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that the Mounds View Planning Commission <br />does hereby recommend to the City Council that the development review for the Silver Lake <br />Commons development project proposed by MSP Real Estate, Inc. be approved subject to the <br />following contingencies: <br />
