Mounds View City Council January 9, 1989 <br />Regular Meeting Page Two <br />-------------------------------------------------------------------------- <br />development has increased the tax base by over $40 mil- <br />lion in the past few years, with the potential for <br />other development still there. She stated the Council <br />and Planning Commission are working together on an up- <br />date to the Comprehensive Plan, and the Council is also <br />working on the rehabilitation of abandoned property in <br />the City. <br />Mayor Hankner stated further maintenance was being done <br />on the parks, with a cost/benefit analysis needing to <br />be done on the recreation programs. The police are in <br />the process of adding a new officer, hopefully within <br />the new month. Public Works has been provided with <br />proper equipment and they are expected in return to do <br />a better job. They have assumed snow plowing responsi- <br />bilities from the County. <br />The Environmental Quality Task Force is coming up with <br />a preservation and utilization plan, and they hope to <br />get something going in 1989. <br />A better job needs to be done on educating people on <br />the recycling program. <br />Mayor Hankner stated she plans on having early discussions <br />• on proposals before the City, to allow the residents an <br />opportunity to come in and state their feelings and <br />feel like they have input on the process of development. <br />She added it seems to have worked well so far on <br />recent developments. <br />Mayor Hankner outlined plans for a community involve- <br />ment program, with one possibility working with area <br />students on the recycling program. Another considera- <br />tion will be work on the triangular piece of property <br />by Pinewood School. If funding for this is not provided <br />in conjunction with Celebrate 1990, Mayor Hankner would <br />like the City to provide the funding. Another plan <br />is for an association of business people, who would <br />put together a pool of funds for distribution to the <br />various fund-raising projects that come up from groups <br />throughout the year. <br />Mayor Hankner stated she would be talking to the Council <br />about an update to the management audit that was done <br />two years ago. This update would look for weaknesses <br />and build on strengths of Staff. <br />Mayor Hankner stated she would like to see more Council <br />involvement with the various commissions in the City, <br />along with more recognition for those people. She <br />would also like to have some goal setting sessions in <br />the near future, to start with one between the Council <br />and department heads, then for long term goal setting, <br />
