<br />. <br /> <br />. <br /> <br />. <br /> <br />MOUNDS VIEW PLANNING COMMISSION <br />RESOLUTION NO. 623-00 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF (1) A PRELIMINARY PLAT OF A <br />MAJOR SUBDIVISION, (2) A DEVELOPMENT REVIEW STAGE OF A PROPOSED <br />PLANNED UNIT DEVELOPMENT, (3) A REZONING OF THE PROPERTIES FROM <br />B-3, HIGHWAY BUSINESS, AND PF, PUBLIC FACILITIES TO PUD, PLANNED <br />UNIT DEVELOPMENT, AND (4) AN EXCHANGE OF LAND FOR AND WITH TOLD <br />DEVELOPMENT COMPANY; PLANNING CASE NO. ZCOO-002 <br /> <br />WHEREAS, TOLD Development Company (hereinafter "TOLD") has applied for a <br />Major Subdivision and Planned Unit Development (PUD) to construct a Walgreens Drugstore <br />and Culver's Restaurant at the northeast corner of Highway 10 and Edgewood Drive; and, <br /> <br />WHEREAS, the properties associated with the Major Subdivision are generally known <br />as the Mounds View City Hall campus, the Mounds View Community Center and the Midland <br />Videen land, and are all legally-described as follows: <br /> <br />(SEE ATTACHED EXHIBIT 1) <br /> <br />WHEREAS, the properties associated with the Planned Unit Development are generally <br />known as the City's remnant parcel and the Midland Videen land, and are all legally-described <br />as follows: <br /> <br />(SEE ATTACHED EXHIBIT 2) <br /> <br />WHEREAS, on January 10,2000, the City Council of the City of Mounds View approved <br />Resolution 5409 which gave authority to TOLD to submit an application for a Planned Unit <br />Development inclusive of City-owned property; and, <br /> <br />WHEREAS, critical to the approval of the Major Subdivision and PUD is a proposed <br />exchange ofland whereby TOLD would receive the City's 1.0 acre remnant parcel in return for <br />the City receiving 8.0 acres of the Midland Videen land; and, <br /> <br />WHEREAS, the City's remnant parcel is currently zoned PF, Public Facilities, has an <br />appraised value of $166,000, and is legally-described as follows: <br /> <br />(SEE ATTACHED EXHIBIT 3) <br /> <br />WHEREAS, the Midland Videen land to be given to the City is currently zoned B-3, <br />Business Commercial, has an appraised value of$161,000, and is legally-described as follows: <br /> <br />(SEE A TT ACHED EXHIBIT 3) <br />
