h'Iounds View City Council February 13,, 1989 <br />Regular Meeting Page Eleven <br />-------------------------------------------------------------------------- <br />Park and Rec Director Saarion reviewed upcoming pro- <br />grams planned in the Park and Rec area, specifically <br />those planned for days school is not in session. <br />Councilmember Blanchard had no report. <br />Councilmember Wuori presented 90 letters from 3rd <br />grade .students at Pinewood Elementary to Mayor <br />Hankner,, to forward to the Library Board, promoting <br />a library in Mounds View. <br />Mayor Hankner stated other letters had been received <br />at City Hall also, and she would take all of them with <br />her to the next meeting. <br />Councilmember Quick had no report. <br />Mayor Hankner reported she would be attending the <br />Ramsey County Regional Transit Authority meeting <br />tomorrow. <br />Mayor Hankner noted inspection signs in certain <br />apartments in the City are very old and questioned <br />how often the apartments are inspected. <br />Clerk/Administrator Pauley replied it is required <br />to be done annually,, but due to work load problems, <br />it is usually done every 3 years by the City's <br />building inspector,, with known problem buildings <br />being inspected annually. <br />Mayor Hankner questioned whether the City was <br />setting itself up for liability by stating the <br />inspections are annual in the Code, and then not <br />doing them. <br />Attorney Karney replied it is a possibility but <br />he does not feel the City could be held liable,. <br />as it is the apartment owner who is responsible. <br />Clerk/Administrator Pauley reported the goal setting <br />session would be held at the Shoreview Holiday Inn,, <br />and he would be working on an agenda for it. <br />Clerk/Administrator Pauley reviewed proposed Reso- <br />lution No. 2448,. to the Ramsey County Library Board, <br />expressing the Council's appreciation for action <br />taken. <br />26.
