` Mounds View City Council <br />Regular Meeting <br />---------------------------------------------------- <br />Clerk/Administrator Pauley read the items on the <br />proposed consent agenda. He suggested the Council <br />might want to pull Item I for discussion, as it had <br />been placed on the consent agenda by mistake. <br />Motion/Second: Quick/Wuori to approve the consent <br />agenda, minus Item I, and waive the reading. <br />4 ayes 0 nays <br />Mayor Hankner reported she had received a complaint <br />on animals. which will be discussed during the <br />public hearing on March 27. <br />Park and Rec Director Saarion reviewed Item I, and <br />the plan of supporting an athletic complex on the <br />Twin City Arsenal Property which would be a joint <br />powers agreement. <br />Public Works Director Minetor joined the meeting <br />at 7:15 PM. <br />Glenda Meizell, no address given, asked how use of <br />the facilities would be controlled. Park and Rec <br />Director Saarion explained it would be through the <br />• joint powers agreement. <br />Motion/Second: Quick/Blanchard to approve Resolu- <br />tion No. 2450, supporting the athletic complex on <br />the Twin City Arsenal property, and waive the <br />reading. <br />4 ayes 0 nays <br />Mayor Hankner explained the Council would be meeting <br />with the Commission members and Staff this Friday <br />night to set goals and budgeting for 1990, and the <br />Council will then meet with the department heads <br />on Saturday to further work on plans. She stated <br />they first need input from residents, in addition <br />to the survey done last spring, to find out what is <br />important and what the concerns of the residents are. <br />Claudia Forsen, no address given, stated she has a <br />problem with the building code, as people are moving <br />into her neighborhood who are not keeping up their <br />yards, or have too many dogs. <br />Mayor Hankner stated she has heard a good deal about <br />that type of problem in the past few months, and many <br />• people are concerned about it.
