Mounds View City Council June 12. 1989 <br />` regular Meeting Page two <br />Councilmember Wuori questioned how much surface area <br />would be impervious. <br />City Planner Hren explained 625 s.f. is required per <br />unit, or 2, 500 s. f . for this proposal, and 6, 200 s. f . <br />is actually provided. ' <br />Kay Weisman, 7807 Bona Road, stated she realizes the <br />ordinance allows for putting buildings in the buffer <br />zone, but she feels the intent was to prevent that, <br />not allow it. She added she feels the buildings will <br />be too close and the residents will use the yard too <br />close to the wetland, .and they should not be allowed <br />to push the boundary back. <br />Clerk/Administrator Pauley explained additional fill <br />would be required, which they could not do. There is <br />presently a 3-5' drop-off there. <br />Mayor Hankner stated she was also concerned with the <br />wetland, as a great deal of debris has been dumped <br />there already. She added, however, that wetland <br />alteration permits have been given'in the past to <br />build in a wetland buffer zone. <br />• Councilmember Quick noted the aerial photo seems to <br />show the wetland was once much larger than it is <br />today. He questioned if pilings would be used and <br />if soil borings had been done. <br />Public Works Director Minetor replied he was not <br />aware of any soil borings, and he stated they would <br />have to indicate in their building plans what their <br />plans are for construction. <br />Mayor Hankner noted this is not the first time a <br />proposal has been presented for this piece of property, <br />and this is by far the most suitable plan to date, <br />and-the smallest. <br />Jim Cepress, owner of the property. stated soil borings <br />are on file with the City. He stated. they have a foot <br />and a half of soil, then sand all the way down. The <br />borings were taken about 4-6 years ago. <br />Debbie Alman. 2390 Pinewood Circle, recommended cutting <br />the five garage stalls to four. She also stated she <br />felt a single family home would be the smallest and <br />most suitable development of the property. <br />City Planner Hren explained the two lots were combined <br />into one some time ago. She added 10 parking stalls <br />are required by ordinance. with 5 to be garage and 5 <br />to be outside. She explained the impervious surface <br />
