Mounds View City Council August 28, 1989 <br />Regular Meeting Page Five <br />. Clerk/Administrator Pauley explained the Planning <br />Commission had recently raised concerns about the City <br />Planner offering formal recommendations to them on <br />planning issues, so the position accountability <br />write-up has been changed to reflect that, to have <br />the City Planner provide a report indicating com- <br />pliance or non-compliance. <br />Mayor Hankner noted the Council had discussed this. <br />at an agenda session. <br />Motion/Second: Hankner/Quick to approve the position <br />accountability write-up for the City Planner. <br />5 ayes 0 nays <br />Public Works Director Minetor reported Staff has met <br />with representatives of Voto, Tautges, Redpath & Co., <br />and Short, Elliott, Hendrickson, Inc., to discuss. an <br />analysis of the current water and sewer rates and <br />rate structure. Proposals have been received back <br />from the two .firms, one to have SEH prepare the <br />necessary engineering information and the other to <br />have Voto, Tautges, Redpath & Co. prepare the financial <br />analysis. Costs would be covered from the water and <br />sewer maintenance accounts, and if SEH's bill were to <br />go over their proposed $12,500, .they could come back <br />to the Council before proceeding. <br />Clerk/Administrator Pauley noted a rate study has not <br />been done since the early 80's, even though rate <br />adjustments are done yearly. <br />Mr. Minetor stated they hope to have this completed. <br />before it is time to adopt the water and sewer budgets <br />for next year, by October 25. <br />Motion/Second: Panne/Quick to authorize Staff to <br />enter into agreements with Voto, Tautges, Redpath.& <br />Co. and with Short, Elliott, Hendrickson, Inc. for a <br />water and sewer rate analysis with a combined total <br />estimated cost of $21,000, with the cost of the study <br />to be charged to the water and sewer system maintenance <br />accounts. <br />5 ayes 0 nays <br />16.
