Mounds View City Council <br />Regular Meeting <br />----------------------------------------------------- <br />• Motion/Second: Quick/Wuori to approve Resolution <br />No. 2536, approving the requested modification to the <br />moratorium district to allow the addition of a free- <br />standing sign at Mid-American Auto located at <br />2975 Highway 10, to include that it has been deter- <br />minded the applicant has demonstrated a hardship, it <br />does not affect the general health, safety and welfare <br />of the residents of the City, the approval of this <br />does not affect the integrity of the ordinance, and <br />it is consistent with the intent of the ordinance, <br />and waive the reading. <br />4 ayes 1 nay <br />Councilmember Blanchard voted against the motion. <br />There was considerable discussion before the vote was <br />taken. <br />Councilmember Paone expressed concern that with this <br />exception, others along the Highway 10 corridor might <br />also ask to make changes. <br />Councilmember Blanchard stated she agreed with <br />Councilmember Paone's comments and added there is a <br />moratorium in place, and once one exception is <br />• approved, it will be very difficult to control. She <br />added this weakens the moratorium and ordinance. <br />Councilmember Quick pointed out the <br />property could not be improved, and <br />this type of request as not falling <br />category. She stated she does not feel this <br />interfers with the moratorium. <br />Ms. Hren reviewed the conditions under which a <br />modification to the moratorium could be granted. <br />Mr. Mullins explained he bought the business in 1987, <br />and he reviewed the changes he has made since then. <br />He is trying to make improvements to the outside now, <br />and is requesting the sign approval. He explained <br />he has used the temporary sign permit, which is allowed <br />for three 21 day periods per year, and signage at the <br />roadside does enhance and improve his business, and <br />• they have a noticeable increase in sales when the <br />small boulevard sign is in use. <br />September 25, 1989 <br />Page Five <br />------------------ <br />14.
