Ordinance No. 476. <br />Mr. Brager reviewed proposed Ordinance No. 475. <br />Motion/Second: Paone/Wuori to approve the first <br />reading of Ordinance No. 475, amending the code of <br />Mounds View by amending Chapter 100 entitled <br />"Intoxicating Liquor", and waive the reading. <br />5 ayes 0 nays <br />Paul Mielke, 5176 Brighton Lane, asked if this would <br />apply only 'to students under age 18. or to all <br />students regardless of age. <br />Mayor Hankmer replied it needs clarification. <br />Motion/Second: Blanchard/Paone to table this item. <br />5 ayes 0 nays <br />Alice Frits. 8072 Long Lake Road, stated with the <br />new library, bike safety and training will be even <br />. more important. <br />Mr. Brager reported that Staff recommends the City• <br />in conjunction with the school system, offer a <br />bicycle safety training class at the City's two <br />elementary schools. <br />Councilmember Blanchard asked that people realize <br />bike riders are not just children, and adults ride <br />them and need to be aware of the rules also. <br />Motion/Second: Paone/Wuori to direct Staff to <br />begin putting together a bicycle training program <br />with the elementary schools in the area,. as a joint <br />effort with the Police and Park and Rec Departments, <br />and further investigate adult safety. <br />5 ayes 0 nays <br />Debbie Jones, no address given, stated she had parti- <br />cipated in bicycle rodeos in other communities and <br />found them to be very helpful. <br />Police Chief Ramacher explained the City cannot <br />begin requiring licensing of bikes on a citywide <br />• level. that it can only be required on a State level. <br />Park and Rec Director Saarion reviewed the programs <br />that have been offered in the past. <br />19. 1st Reading <br />of Ordinance <br />No. 475 <br />Motion Carried <br />20.
