Call to order <br />to order by Mayor Sue Hankner at 4:30 p.m. <br />MEMBERS PRESENT: Mayor Hankner, Council- 2. Roll Call <br />members Quick, Paone, Wuori, Blanchard <br />ALSO PRESENT: Clerk-Administrator Pauley, <br />Public Works Director Minetor, Finance <br />Director Brager, Police Chief Ramacher, <br />and Parks, Recreation and Forestry <br />Director Saarion <br />Bill Franke representing Everest Development <br />Ltd. appeared before the Council to request <br />special consideration for Council approval <br />of documents necessary to allow for the sale <br />of Buildings A, F, and G in Mounds View Business <br />Park. Mr. Franke reviewed the documents, <br />namely, a First Supplement to the Contract for <br />Private Redevelopment, Subordination Agreement, <br />and Estoppel Certificate. Clerk-Administrator <br />Pauley reviewed the timeline in which the City <br />has had the opportunity to evaluate the documents <br />and outlined the fact that the legal counsel <br />advising the City on tax increment items, <br />Mr. Robert Dieke, has been involved in the review <br />process. <br />After discussing the request further with Mr. Franke <br />and Clerk-Administrator Pauley, the Council directed <br />that the final documents be attached to the minutes <br />for future reference. <br />Motion/Second: Paone/Quick to authorize <br />the signing of the First Supplement to the <br />Contract for Private Redevelopment, Subordi- <br />nation Agreement, and Estoppel Certificate, <br />by the Mayor and Clerk-Administrator contin- <br />gent upon approval by the Mayor, Clerk- <br />Administrator, Legal Counsel Bob Dieke, <br />City Attorney Mark Karney, and Finance <br />Director Don Brager. Further, staff is <br />directed to bring the item before the <br />Council should agreement not be achieved <br />among the aforementioned individuals. <br />3. Authorize <br />signing of <br />First <br />Supple- <br />ment to the <br />Contract for <br />Private Re- <br />development, <br />Subordina- <br />tion Agree- <br />ment and <br />Estoppel <br />Certificate <br />
