<br />. <br /> <br />. <br /> <br />. <br /> <br /> <br />SEH <br /> <br />[ . <br />I <br />I <br />J <br />I <br /> <br /> <br />~ <br />.'\:\01'.\ <br />n)l) \'1'\ <br /> <br /> <br />..r.~. ." ; <br /> <br />County Road J Improvement Project <br /> <br />About the Project <br /> <br />Ramsey County, in cooperation with the <br />cities of Mounds View, Blaine, <br />Shoreview, Anoka County, and <br />Mn/DOT, along with its consultant, Short <br />Elliott Hendrickson Inc. (SEI-I), is <br />conducting roadway design work to <br />improve County Road J (85th Avenue <br />NE). The limits of this much needed <br />transportation project extend from <br />approximately Airport Road (93rd Lane <br />NE) on the west to Rice Creek <br />Parkway/Naples Street on the east. <br /> <br />The proposed improvements consist of: <br /> <br /> <br />. Widening County Road J to accommodate a continuous tour-lane divided roadway with a raised center <br />concrete median <br />. Replacing the narrow two-lane bridge over 1-35W with an expanded tour-lane bridge with turn lanes <br />. Installing two additional traffic signals <br />. Adding left and right turn lanes at public street intersections <br />. Intersection improvements <br />. Modifications to driveways and access points <br />. Constructing a continuous pedestrian path along the roadway <br /> <br />Based on preliminary technical analysis completed by the project partners, a conceptual design for the proposed <br />roadway improvements was recommended (sho"vnbcIow). <br /> <br />Improvements are needed to increase both capacity and safety. The current two-lane bridge at 1-35W and the <br />absence of turn lanes along County Road J cause congestion and traffic conflicts. The frequency and severity of <br />these problems will continue to grow as Medtronic office facilities and other planned commercial and residential <br />developments are completed. The proposed improvements will safely accommodate traffic volumes anticipated <br />at full bui Id-out of properties served within the corridor. <br /> <br />The following graphic and paragraphs describe the recommended improvements in more detail: <br />
