Resolution 864-07 <br />Page 2 <br />5. The use is consistent with the recently adopted amendments to the Sign Code <br />Chapter 1008 as effectuated by Ordinance 769. <br />6. The proposed billboard would not be in conflict with the Comprehensive Plan of <br />the City in that the Comprehensive Plan does not address billboards. <br />7. The proposed billboard would not cause traffic hazards or congestion. <br />8. Adequate utilities, access, drainage and other necessary facilities are available to <br />the proposed billboard from the Sysco development. <br />NOW, THEREFORE, BE IT FURTHER RESOLVED, the Mounds View Planning <br />Commission, based upon its review of the Comprehensive Plan, the geographical area <br />involved, potential depreciation, the character of the surrounding area and the demonstrated <br />need for such a use, has determined that the potential adverse effects of the proposed <br />billboard would be negligible. <br />NOW, THEREFORE, BE IT FURTHER RESOLVED, based upon the above findings <br />of fact, the Mounds View Planning Commission does hereby recommend approval of the <br />requested Interim Use Permit for a billboard to be erected on Outlot A consistent with the <br />Zoning Code and Ordinance 769, in accordance with the executed lease agreement, and <br />subject to the following conditions: <br />1. The Applicant shall submit a grading plan and a survey illustrating the location of <br />the sign, the location of the access traii, utilities and limits of tree removal. <br />2. The Applicant shall apply for a wetland alteration permit and RCWD Permit, if <br />necessary. <br />The Applicant shall have completed the construction of the billboard by April 1, <br />2008 or the Interim Use Permit shall be considered null and void, unless a <br />petition for extension of time in which to complete the work has been granted by <br />the Planning Commission.
