The City Council adopted an Infierim ordinance on <br />February 27, 2003, which directs the P[anning Commission to review th� zoning implications <br />and io recommend applicable provisions. Thus far, fihe Planning Commission has discussed <br />this issue afi their March 5th and March 19th meetings. <br />,� . <br />Precious Metal. At the March 19th meeting, there was discussion regarding the possibilify of <br />adding language fo the proposed ordinance to reg�afate precious metais dealers. Mr. David <br />Przetyski, a Mounds View residertfi who is proposing ta open a Pawnshop in 11�ounds View, <br />fiestified that he currentiy hoEds a Precious Metals Dealer License and anticipated obtaining <br />one for his Mounds View business as well. There was same confusion as to ihe purpose <br />and intent af such a license and why some cities regulated if and others did not. Roseviiie's <br />ordinance, which was reviewed at the March 19th meeting, includes very specific <br />requirements pertaining to precious metals deaiers. <br />I did some research and learned fhat a precious metals dealer license is a State <br />requirement. The Statutes, which i have attached for the Commissian to review, address <br />persons or businesses that dea{ in precious metals. Th� County in which the business is <br />located se#s the fee and issues the license. {The State indicates fihat persons engaged in <br />the buying and selling of coins, b�[lion and ingots are excluded from needing a precious <br />metals dealer license, though I'm not quite sure why.) Ta include language in the City's <br />ordinance reg�alating precious metals dea{ers and requiring a local license for precious <br />mefials seems redundant and unnecessary. If the Cvmmission agrees, our draft ardinance <br />wi[I simply reference Minnesota Stafutes that such a license is required. <br />Impact on Police Services. I asked the City's police departrr�ent to investiga#e how much <br />additional work would result if a Pawnshap located in Mounds View by inquiring wifih police <br />departmenfs in cities where Pawnshops already exist. The resufts of fhis investigation <br />clearly show that Pawnshops are resource intensive, which means that s�ch a business <br />would demand more police time fhan would a typicaE business. The Cities of Maplewood, <br />Blaine, Coon Rapids, Roseviile, Fridley, Anoka and Spring Lake Park were contacied. Ali of <br />the deparkments con#acted recommended we require the busin�ss to b� on APS (Automated <br />Pawn System) and al{ recommer�ded the busir�ess NOT be allowed ta deal in handguns. <br />The departments i�ldicate an average of 4 io 10 hours a week are spent working or� pawn- <br />related issue�, which more than justifies the annual fees and per firansaction fe�. <br />
