Longview Estates PC Report <br />December 3, 2003 <br />Page 2 <br />The Comprehensive Plan Future Land Use Map designates the Longview Estates parcel as <br />single family detached. While this designation is consistent with the proposed subdivision, <br />one of the stated goals under the land use component of the Comprehensive Plan is to <br />"Ensure that community development is compatible with features of the natural environment <br />and is accommodated without destroying desirable environmental features and natural <br />amenities." Any subdivision should be accomplished with as little impact and alteration as <br />possible. <br />Public Hearinq: The residents who spoke at the public hearing on November 5 and <br />November 19 were opposed to the development, stressing the hydrological conditions of the <br />site and the potential adverse environmental impacts of the development. Others were <br />concerned about the traffic impacts of the proposed 15-lot subdivision. Some Longview <br />Drive residents questioned the suitability of the soils for construction and what the impact <br />would be from the extensive fill brought onto the site while others were concerned about the <br />complete clear cutting of trees and the loss of wildlife habitat. <br />Commission Direction: <br />The Planning Commission discussed fihe proposal and the concerns of the residents and <br />came to the conclusion that not enough information had been presented to support the <br />applicant's position that the development would not adversely impact runoff, the water table <br />or the hydrology of the site in general. The Commission was also concerned with the <br />absence of engineered soils reports or analysis as to the land composition and whether or <br />not the engineered house pads would support construction. In light of these concerns, the <br />Commission directed staff to draft a resolution recommending denial of the preliminary plat <br />of the Longview Estates Major Subdivision. <br />Recommendation: <br />Review and discuss the attached Resolution 745-03, a resolution recommending denial of <br />the Longview Estates Preliminary Plat. <br />James Ericson <br />Community Development Director <br />Attachments: <br />1.
