Item 06B
Page 3

Summary
Upon receiving an application in 2016 for an Off-Sale Intoxicating Liquor license at Snap
Market, the City Council adopted a moratorium to study a number of questions. The
moratorium did not affect Snap Market, which is no longer in business. Staff’s research
concluded that the Council’s concerns are policy based, and cannot be answered
definitively.

Since adoption of the moratorium, the City has received an inquiry if a liquor store would
be allowed attached to a gas station. It would. The gas station has not pursued this.

Recommendation
The Planning Commission is requested to continue its discussion from its January 3rd
meeting, and to forward any recommendations to the City Council for the Council’s
consideration at a future Council Work Session.

Staff is not recommending any changes to the Ordinance.

Respectfully submitted,

________________________
Jon Sevald, AICP
Planner

Attachments
1. Council Staff Memo, January 2, 2018
