Mounds View City Council January 22, 2001 <br />Regular Meeting Page 5 <br /> <br />Staff has checked and it does not appear vehicles are parking on Irondale Road because it is <br />closer but because parking is not available in the lot. The City will continue to work with the <br />theatre operator and the landlord to arrive at a permanent solution for the parking situation. Staff <br />feels the theatre operator and the landlord have demonstrated a willingness to work with the City <br />and residents to resolve the issue, as they have been very cooperative. <br /> <br />Ms. Carvelli-Yu asked if the theatre operator could expand the parking lot. <br /> <br />Community Development Director Ericson indicated there was not space available to expand the <br />parking lot. There are two undeveloped lots available but the theatre operator does not own them <br />Mr. Anthony owns them and is not interested in having one of his lots used for a parking lot. <br /> <br />Council Member Quick indicated he had driven down Irondale Road on Saturday at 5:40 p.m. <br />and there were 25 cars parked on Irondale Road. After the last meeting he and Council Member <br />Marty went over to look at the parking lot and noticed a substantial number of parking spaces not <br />plowed out. Last Saturday when he went through the situation was the same. He then asked <br />Community Development Director Ericson if the theatre operator could be required to open up <br />those spaces. <br /> <br />Community Development Director Ericson indicated he did address the issue of snow removal <br />with the theatre operator as that is something the City can control and enforce. Mr. Anthony has <br />agreed to allow the theatre operator to remove snow and place it on the undeveloped lots if need <br />be. <br /> <br />Council Member Marty stated he had spoken to Police Chief Clark about the parking issue and <br />Police Chief Clark told him it was more of an issue than Council was aware of as the police <br />department has been getting some complaints for awhile. The police have instructed the theatre <br />manager to open up the parking lot as there were a number of spots not available and the theatre <br />did free up some of the spots but there are still several wasted spaces on the lot. Council <br />Member Marty also indicated the sidewalk to the theatre has not been cleared forcing residents to <br />walk in the street. He asked Mr. Ericson to speak to this as he has first hand knowledge of the <br />situation. <br /> <br />Community Development Director Ericson stated he had parked at City Hall and crossed County <br />10 to go to a movie and found the sidewalk was not plowed and was forced to walk in the street. <br />The issue of keeping the sidewalks clear will be addressed with the theatre operator. <br />Council Member Thomas inquired as to whether the theatre is opening itself up to ADA <br />compliance violations by not clearing the sidewalks. <br /> <br />City Attorney Riggs indicated the business may have ADA compliance issues if it does not keep <br />the sidewalks clear. <br /> <br />Community Development Director Ericson indicated the landowner appeared concerned and <br />willing to do what he can to motivate the theatre operators to make sure the situation is resolved. <br />
