<br /> 1 <br />Memorandum <br />To: City Administrator <br />CC: Mayor, City Council <br />From: Chief of Police <br />Date: 8/15/2018 <br />Re: Promotion of Timothy Brennan to Police Commander/New hires <br />STAFF REPORT <br /> <br />After a promotional process was held by the Police Civil Service Commission, consisting of testing <br />and oral boards, the Civil Service Commission on February 5th, 2001 tendered the name of Officer <br />Timothy Brennan for promotion to Police Commander for the Department. <br /> <br />The name change of the position was voted on November 20th, 2000 by the Civil Service <br />Commission. It is a name change, only, and does not change position responsibility or pay scale. <br />The title coincides with changes recently made in the St. Paul Police Department, which mirrors <br />changes occurring across the country. This change in our Department places the title on an even keel <br />with other Departments around us who have; Deputy Chief, Assistant Chief, Major, Captain, and <br />Commander titles for the number two person in the Department. Our current title of Lieutenant falls <br />at number three or four in most organizational structures and creates some conflict when dealing <br />along the established traditional lines of other Departments for communications and projects. This <br />change should resolve those issues. <br /> <br />The Resolutions for new hires also come after a Police Civil Service Commission process of testing <br />and Oral Board as well as the State mandated process of background, physical and psychological. <br />Both presented candidates have passed all established process and been approved from the list <br />presented to Council in June 2000. These new hires are the replacement for Dave Bricks <br />retirement (1) and the new position created by moving to a School Resource Officer. <br /> <br />Your continued support of the changes occurring in the Police Department are greatly appreciated. <br />CONFIDENTIAL
