Mezzenga Report
February 26, 2001
Page 2

privacy fence to prevent walk-through pedestrian traffic. (Please refer to the diagram
below for a representation of where the fence would be located.)

If an agreement is NOT reached between the two parties, staff would recommend one of
two courses of action. The Council can approve the site plans without any fence
requirements whatsoever, leaving that option open for Mr. Mezzenga according to the
requirements of the Zoning Code, or the Council can approve the site plans WITH a fence
in the manner shown above, except that the fence be located completely on Mezzenga’s
property. The second option would result in two fences back to back which is a not a
preferred scenario for aesthetic reasons and due to the inevitable future maintenance
problems.

The Planning Commission will briefly discuss the fence issue at their meeting on February
21, 2001. Staff will report back to the Council as to any comments or recommendations
from the Commission.

Landscaping:
The site plan indicates landscaping around the building and at both lot corners fronting
County Road I. Mr. Mezzenga has indicated that the three areas will each consist of 3
Techny Arbor Vitaes and 4 Golf Flame Spirea in a western red Cedar mulch. Staff and the
Planning Commission also suggested the addition of a row of six lilacs planted at the south
property line (as shown on the above graphic) to provide additional screening to the
adjoining residence. All non-landscaped pervious areas shall be sodded.
Tom Thumb &
Laundromat
Zwirn
Mezzenga
Office
Building
Property Lines: Proposed Fence:
******
Lilacs
