Item No. 7C
Meeting Date: March 26, 2001
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business

City of Mounds View Staff Report
To: Mounds View Mayor and City Council
From: Aaron Parrish, Economic Development Coordinator
Item Title/Subject: Resolution 5544 Donating Surplus Property
Date of Report: March 20, 2001

Background:

As Council may be aware, there is currently a collection of surplus property building up in the
basement. This includes old office furniture, chairs, and some old computer equipment. A
more detailed inventory is contained in Exhibit “A” of Resolution 5544. From staff’s
perspective, the property contained within the inventory could not be disposed of through the
state auction. In fact, some of the property was acquired from the state after it could not be
sold at auction.

In addition, you’ll note that there is some computer equipment listed as well. All of the
computers have less than 486k processors, and some even still have the large floppy disk
drives. In other words, these computers are very slow and/or obsolete to the point that they
can no longer be used for even basic functions. Also, some of the items have been deemed
unrepairable at a reasonable expense.

Given our inability to dispose of this property through traditional means, staff has discussed
the possibility of donating the property to the Mounds View Mobile Park for their newly
renovated “Community Center.” The Center, funded with a grant from J.C. Penny, is a
renovated laundry facility intended to provide children in the area with educational
assistance, recreational opportunities, and an area to meet. Representatives from the
Mounds View Mobile Home Park indicated that they could put the property to productive use
in their “Community Center”, and have agreed to take the surplus property out of City Hall at
their expense.

Necessary Actions:

Consider Resolution 5544 Donating Surplus Property

______________________________________
Aaron Parrish, Economic Development Coordinator
(763) 717-4029

Attachment #1: Resolution No. 5544
