Clark, Chief of Police <br />Item Title/Subject: Resolution 5550 Consent to pursue COPS-more <br />grant <br />Date of Report: August 29, 2018 <br /> <br />CONSENT TO PURSUE FEDERAL COPS-MORE GRANT <br />The Police Department is in the preliminary development of a federal grant under <br />technological development under COPS-More 2001. Preliminary discussion has <br />occurred with Ramsey County, St. Paul, and Jim Hess as well as various <br />vendors. The grant is by prospectus and budget. The anticipated development <br />of the grant is approximately 130 work hours. <br /> <br />The intent of the grant application will be to improve the wireless and seamless <br />flow of information to and from the field cruisers and the elimination of a <br />tremendous amount of busy work done by our records technician. The <br />preliminary numbers (not final by any means) are at $93,000 of which ten percent <br />is from the city. This coincides with a stated goal of going to laptops in the <br />cruisers rather than the outdated Mobil Data Terminals. The changeover to <br />wireless has additional benefits to the City in areas of building inspection, public <br />works, etc. with additional modules from the vendors. <br /> <br />RECOMMENDATION: <br />The Department recommends that we pursue the grant. There is no guarantee <br />that we will receive same as it is competitive in nature and we will be competing <br />with other departments that have full time researchers and grant writers.
