The provided <br />foot-candle readings are all within the Code requirements. <br /> <br />Access: <br /> <br />Access to this parcel can be achieved from the east-bound lane of Highway 10 or from <br />Silver Lake Road. The Highway 10 access is a right-in right-out access only and does <br />not provide for access from the west-bound lanes. The access from Silver Lake Road is <br />a full access shared with the Holiday store and documents are on file which grants <br />permanently access to Holiday, which was a condition of the Silverview Estates PUD. <br />The driveway and access drive widths, turning radii and parking lot aisle widths have <br />been reviewed by the Fire Marshal who found the plans consistent with fire department <br />requirements. Dan Soler, the Ramsey County Traffic Engineer, has requested that the <br />access width onto Highway 10 be thirty feet and that any work within the right of way shall <br />require a county permit. <br /> <br />Accessory Structures: <br /> <br />The plans indicate a trash enclosure on the lot behind the building. The PUD allows for a <br />trash enclosure but no other accessory buildings. The enclosure will be constructed of a <br />masonry material to match the building and will have locking or latching gates which <br />when closed do not offer any visibility of the dumpsters or refuse within the enclosure. <br /> <br />Drainage and Utility: <br /> <br />The applicant has consulted with Rice Creek Watershed District to determine if their <br />review was necessary. Because the site area is less than 2.5 acres, their review is not <br />needed. (RCWD reviewed the original development in 1997 and approved the overall <br />plans and stormwater ponding elements.) The applicant has provided detailed <br />stormwater runoff data which indicates the amount of impervious surface on the site is <br />less than what was originally proposed, and less within the critical buffer area. As such, <br />less runoff will be generated than was originally expected. The proposed first floor <br />elevation (FFE) is 912.3, which is four feet above the City’s recommended minimum <br />building elevation for this site. <br /> <br />Corridor Improvements: <br /> <br />As has been the case with previous Highway 10 development projects, the City requires <br />provision of a 9-foot wide bituminous trailway and decorative lights. In consideration of <br />the Highway 10 Corridor study, staff would suggest perhaps delaying the installation of <br />both trailway and decorative lighting until the Corridor study has been completed. In <br />return, staff would suggest that a cash payment be made in lieu of the installation of the <br />improvements equivalent to the cost of two lights ($10,000) and 275 lineal feet of 9-foot <br />wide bituminous trailway at $15 per lineal foot ($4,125.) Altogether, the improvement <br />dedication would amount to $14,125. Staff would further suggest that if the <br />improvements (or similar improvements that benefit the property) are not made within five
