Item No. 10C-1 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Givonna Reed, Assistant to the City Administrator <br />Item Title/Subject: Resolution 5546 Adopting Procedures for Hiring <br />Seasonal Employees and Resolution 5547 <br />Clarifying the Definition of Seasonal Employee in <br />the Personnel Manual <br />Date of Report: March 26, 2001 <br /> <br />Background <br /> <br />As the Council is aware, recently circumstances have arisen that have required that the <br />City review its procedures for hiring and retaining seasonal employees. At the February <br />26, 2001 HR Committee meeting and in my March 9, 2001 memo to the Council I <br />indicated that at tonight’s Council meeting I would present recommendations from <br />the City Attorney regarding how the City can better manage its employment relationship <br />with seasonal employees. <br /> <br />To ensure that the City maintains control over hiring and retaining seasonal employees, <br />the City Attorney recommends that the City take the following steps: <br />• Ensure that each applicant for seasonal employment completes and submits an <br />employment application and supporting documentation each season prior to being <br />offered a position or being put on the City’s payroll system; <br />• Have each seasonal employee sign a letter of hire indicating their start and end <br />dates immediately after the individual is selected to fill a position and before the <br />individual is put on the payroll system; <br />• Clarify the definition of seasonal employee in the Personnel Manual; <br />• Advertise seasonal positions; <br />• Designate all employees (seasonal and regular) as “terminated” on the payroll <br />system when their employment period with the City ends. <br /> <br />In addition, the City Attorney has advised that, in keeping with the City Charter, all <br />recommendations for hiring seasonal employees should be brought to the City Council <br />for approval. As a result I am proposing a hiring process whereby the Council would <br />approve positions, employment dates and wages. The Public Works Director and Golf <br />Manager would then select applicants to fill the seasonal positions approved by the City <br />Council. If a need to modify pay or length of employment arises, the issue would return <br />to the Council for approval. <br />
