Item No.6B Type of Business:CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council From: Givonna Reed, Assistant to the City Administrator
Item Title/Subject: Resolution 5562 Hiring Lois Lestina-Yost as the New Police Department Administrative Assistant
Date of Report: May 7, 2001
Pat Michna retired from the Police Department January 31, 2001 after 22 years of service as the
Administrative Assistant for the Department. The Council gave direction to fill the position using the current
salary range.

In March I advertised for the Administrative Assistant position and received approximately 70 applications.
Six candidates were selected for interviews and four came in for interviews. The Deputy Police Chief and I
conducted the interviews and we are strongly recommending Lois Lestina-Yost for the Administrative
Assistant position.

Ms. Lestina-Yost holds a BS in Business Administration and is currently employed as an Executive
Management Assistant to the Vice President with Honeywell where she has worked for the last 3 ½ years.
Her responsibilities with Honeywell include resolving customer complaints, supervision of clerical staff,
communicating up and down the chain, and maintaining confidentiality. Prior to becoming employed with
Honeywell, Ms. Lestina-Yost worked for the City of Fontana Police Department where she was responsible
for maintaining the Chief’s calendar, maintaining personnel and Internal Affairs files and preparing budgets
and correspondence.

The Deputy Police Chief and I are confident that Ms. Lestina-Yost would be an asset to the City and we are
recommending that the Council hire Ms. Lestina-Yost for the position with a starting salary of $3012.18
monthly (step 4) with an increase to step 4 1/2 in six months pending a satisfactory performance evaluation
and an increase to step 5 after one year of employment pending a satisfactory performance evaluation.
Pending approval by the City Council, and satisfactory criminal background and reference checks, Ms.
Lestina-Yost would begin employment with the City June 11, 2001. All other personnel policies would apply
normally.

RECOMMENDATION

Approve Resolution 5562 Hiring Lois Lestina-Yost for the Police Department Administrative Assistant
position.

Respectfully Submitted
Givonna Reed
