Issuance: Upon presentation of application, permit fee, plans and specifications and other required information, <br />the sign construction permit shall be issued by the Community Development Department, Clerk-Administrator, <br />except as provided in subdivision 2 of this Section. <br /> <br />Subd. 2. Special Approval from Council Variances: In the event an application is made for a sign which does not <br />conform to the requirements of this section, the applicant shall either modify the application or apply for a variance <br />according to the provisions established in Chapter 1125 of the Zoning Code. No permit for a non-conforming sign <br />shall be issued without evidence of an approved variance. case of an application for a sign requiring a special <br />permit or which will be illuminated or moving or of unusual height, size, design or location, the <br />Clerk-Administrator shall refer such sign to the Council for approval. No permits for any such sign, so referred, <br />shall be issued without first obtaining the approval of the Council. (1988 Code §39.14) <br /> <br /> <br />1008.07 06: SIGN INSTALLER'S LICENSE PROVISIONS: <br /> <br />Subd. 1. License Required: No person shall engage in the business of installing signs nor shall be entitled to receive a <br />permit to install a sign in connection with such business unless first licensed by the Municipality to do so. (1988 <br />Code §34.04) <br /> <br />Subd. 2. Application and Fee: A license may be granted by the Council upon written <br />application to the Clerk-Administrator on such form as required by the Clerk-Administrator and <br />accompanied by an annual license fee as established by resolution of the City Council. (1988 <br />Code §34.05) <br /> <br />Subd. 3. Liability Insurance: Any person holding a licensee shall file with the <br />Clerk-Administrator policies of public liability and property damage insurance which shall remain <br />and be in force and effect during the entire term of said license and which shall contain a provision <br />that they shall not be cancelled without ten (10) days' written notice to the Municipality. Public <br />liability insurance should not be less than one hundred thousand dollars ($100,000.00) for injuries, <br />including accidental death to any one (1) person and subject to the same limit for each person in <br />an amount not less than three hundred thousand dollars ($300,000.00) on account of any one (1) <br />accident, and property insurance in the amount of not less than fifty thousand dollars ($50,000.00). <br />(1988 Code §39.07) <br /> <br />Subd. 4. Expiration: Licenses shall be issued on an annual basis, with the license year running <br />from January July 1 through the following December 31 June 30. (1988 Code §39.08) <br /> <br />Subd. 5. Revocation: A license may be terminated and renewal thereof may be denied by the Council for cause after <br />notice to the licensee and reasonable opportunity for the licensee to be heard on the question of such termination. <br />Cause shall include any repeated or persistent violation of the requirements of this Chapter. (1988 Code §34.06) <br /> <br /> <br />1008.08 07: MAINTENANCE OF PREMISES: Premises on which ground signs are located shall be maintained <br />free of weeds and debris, and where landscaping was part of the original sign permit, such landscaping shall be maintained in <br />the manner provided in such permit. (1988 Code §39.12) <br /> <br /> <br />1008.09 08: GENERAL LOCATION, DESIGN AND CONSTRUCTION STANDARDS: <br /> <br />Subd. 1. General Standards: Every sign shall conform to the standards of this Section whether or not a permit therefore is <br />required, and nothing contained herein shall be construed as modifying or repealing any of the provisions of this
