Mounds View City Council April 16, 2001 <br />Special Meeting Page 2 <br /> <br />B. Consideration of Golf Course Manager’s Request for Approval to Hire <br />Seasonal Temporary Workers. <br /> <br />City Administrator Miller noted the Golf Course Manager had requested approval to hire <br />additional temporary seasonal personnel for the 2001 season as some of the seasonal employees <br />hired are not available to start immediately. <br /> <br />Council Member Thomas inquired as to what the Golf Course Manager meant by temporary. <br /> <br />City Administrator Miller indicated the positions would be filled only until such time as the <br />seasonal employee is available. <br /> <br />Mayor Sonterre asked if the individuals to be hired would be informed that they are temporary, <br />short-term employees and may only work one to three weeks. He then asked the City Attorney if <br />the City would be responsible for unemployment when the employees are laid off shortly after <br />being hired. <br /> <br />City Attorney Riggs explained that all the golf course employees are hired for a defined period <br />and, therefore, the City would not be obligated for unemployment for those employees. <br /> <br />Mayor Sonterre suggested using a temporary agency to provide workers due to the short time <br />frame these workers are needed and the time involved to hire someone for such a short amount of <br />time. <br /> <br />City Administrator Miller explained that hiring the workers would cost the City between $6.50 <br />and $7.00 per hour and if the City used a temporary agency the hourly fee would be much higher. <br /> <br />Council Member Stigney suggested leaving the actual hiring up to the discretion of the Golf <br />Course Manager. <br /> <br />City Administrator Miller indicated she recommended the first of the two options listed in the <br />staff report. <br /> <br />MOTION/SECOND: Quick/Marty. To Approve the Options in the Staff Report. <br /> <br />Council Member Stigney asked City Administrator Miller to clarify why she recommended the <br />first option in the staff report. <br /> <br />City Administrator Miller indicated option one would give the Golf Course Manager the <br />flexibility to hire temporary help as needed. <br /> <br />Council Member Quick withdrew his motion and Council Member Marty withdrew his second. <br /> <br />Council Member Stigney indicated that option two seemed to be the option that would give the <br />Golf Course Manager the flexibility to hire temporary staff on an as needed basis.
