Item No. 7A <br />Type of Business: PH <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Givonna Reed, Assistant to the City Administrator <br />Item Title/Subject: Public Hearing to Consider Resolution 5575 <br />Establishing a Sunday Liquor Sales Fee <br />Date of Report: June 25, 2001 <br /> <br /> <br />In September 1994 the City Council adopted Resolution 4629 which revised the <br />fee structure for on sale intoxicating liquor licenses. Staff reports from the <br />summer and fall of 1994 indicate that the approved fee structure was based on <br />the number of police calls, square footage, costs to administer the license and <br />other direct costs such as protection services. The new fee structure resulted in <br />a significant fee decrease for two of the city’s three on sale establishments. <br /> <br />Although it’s clear that the City has been issuing Sunday sales licenses, it is <br />unclear whether the cost of the Sunday sales license was included in the cost of <br />the on sale license or whether the Sunday sales license was “free”. The City <br />Attorney has recommended that because the State requires a separate license <br />for Sunday sales the Council adopt a resolution indicating the specific amount to <br />be charged for a Sunday sales license whether its $0.00 or $200.00. <br /> <br />Staff contacted other cities that are of comparable size and/or in the same <br />geographic area regarding fees for Sunday sales licenses and the results are as <br />follows: Blaine, Coon Rapids, New Brighton, Columbia Heights, Robbinsdale and <br />Shoreview all charge $200.00 in addition to the regular fee for an on sale <br />intoxicating liquor license. <br /> <br />For the Council’s information, the following are the annual fees currently paid by <br />each on sale intoxicating establishment: Donatelle’s-$3000; <br />Robert’s Off 10-$4720 and The Mermaid: $10,000. <br /> <br />Recommendation <br /> <br />Staff recommends that the Council determine what the fee for Sunday sales will <br />be and adopt Resolution 5575 based on that determination. <br /> <br />Respectfully Submitted <br />Givonna Reed <br />
