PROCEEDINGS OF THE MOUNDS VIEW CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br /> <br />Regular Meeting <br />June 11, 2001 <br />Mounds View City Hall <br />2401 Highway 10, Mounds View, MN 55112 <br />7:00 P.M. <br /> <br /> <br />1. MEETING IS CALLED TO ORDER <br /> <br />2. ROLL CALL: Sonterre, Quick, Marty, Stigney, and Thomas. <br /> <br />3. APPROVAL OF AGENDA <br /> <br /> A. Monday, June 11, 2001 City Council Agenda. <br /> <br />Council Member Thomas indicated that Item 5B was not unfinished business and asked that it be <br />moved to Council Business Item 7A. <br /> <br />Mayor Sonterre indicated that Community Development Director Ericson had asked that a <br />Resolution concerning Item 7A be added for consideration. <br /> <br />Mayor Sonterre noted that all necessary participants have given or intend to give approval for <br />participation in the Housing Resource Center program. <br /> <br />MOTION/SECOND: Stigney/Thomas. To Approve the June 11, 2001, City Council Agenda as <br />amended. <br /> <br /> Ayes - 5 Nays – 0 Motion carried. <br /> <br />4. PUBLIC INPUT <br /> <br />David Jahnke of 8428 Eastwood Road told Council he had reviewed work sessions from a few <br />years back and stated that Council Member Stigney had raised concerns for permitting incentives <br />to be paid on gross income instead of profit and that no one had listened to him. <br /> <br />Mr. Jahnke asked Council to read the article in the Star Tribune concerning TIF and the Target <br />project. He then stated that TIF was set up for blighted properties or properties in really bad <br />shape that no one would invest in. He further stated that TIF has been turned into corporate rape <br />of citizens and he then asked Council to be very careful with TIF in the City.
