Item No. 6D
Type of Business: CA
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Tim Brennan, Deputy Police Chief/Acting Chief
Item Title/Subject: Resolution 5623 Authorizing the Replacement of
Carpet throughout the Police Department
Date of Report: September 24, 2001

REPLACEMENT OF POLICE DEPARTMENT CARPETING:
Carpeting throughout the Police Department is nine years old and
in very poor condition in several areas. The last attempt to have
the carpet cleaned was unsatisfactory and cost in excess of
$1,600.00 for the entire police department. Carpet replacement for
the two areas most in need, the squad room and break room area,
was budgeted for 2001 in the amount of $4,400.00. Five carpet
stores were consulted and three bids were ultimately obtained.
Recommendations from all carpet reps were to upgrade to a
commercial grade nylon carpet. This upgrade would be much
more durable and respond to cleaning much better than the
current olefin synthetic carpet. In order to minimize the amount of
work disruption and ensure the best overall appearance and
match, we looked into bids to replace all department carpeting at
once. Sufficient funds are available within the police department’s
equipment account to cover the additional cost to replace the
carpeting throughout the police department. Bids for “Cumberland-
Starburst” commercial grade nylon carpeting were obtained from
the following three vendors: Carpet King- $6,984.25; Carpet
Consultants- $10,024.60; and Bennett-Cooper Floors- $6,421.32.
None of the bids include furniture moving, which would be
performed by either public works or police personnel, as available.

RECOMMENDATION:
It is recommended that the Council approve the replacement of
carpeting throughout the police department. Materials and
installation to be provided by Bennett-Cooper Floors of New
Brighton at an estimated cost of $6,421.32.

Respectfully Submitted,

___________________________
Tim Brennan
Deputy Police Chief/Acting Chief
