Item No.7B <br />Type of Business:CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Givonna Reed, Assistant to the City Administrator <br />Item Title/Subject: Consideration of Resolution 5625 Appointing a <br />Finance Director/Treasurer <br />Date of Report: September 19, 2001 <br /> <br />Upon direction from the City Council to proceed with hiring for the Finance <br />Director position, staff advertised the Finance Director position in a number of <br />publications including the following: Star Tribune, Pioneer Press, League of <br />Minnesota Cities Bulletin, Government Jobs.com and the City of Mounds View <br />web site. We received 18 applications and interviewed four candidates. <br /> <br />Mr. Charles Hansen stood out as the most ideal candidate. Mr. Hansen has 25 <br />years of experience in municipal finance and 23 years of experience in senior <br />municipal finance positions. For the last eight years <br />Mr. Hansen has served as Finance Director for the City of Brooklyn Center and <br />has managed a $40,000,000 budget and a $30,000,000 investment portfolio. His <br />responsibilities included handling the budget and investments, risk and debt <br />management and TIF. In addition, he supervised staff who were responsible for <br />financial reporting, payroll, accounts payable and receivable and utility billing. <br /> <br />As Assistant Finance Director in Brooklyn Center for seven years and as <br />Assistant Finance Director in Robbinsdale for eight years Mr. Hansen was <br />responsible for the preparation of annual financial reports, support of external <br />auditors, preparation of monthly general fund statements and profit and loss <br />statements. He was also responsible for supervising finance department staff. <br /> <br />Based on how closely Mr. Hansen’s skills and experience match the City’s <br />needs, staff recommends that the City Council approve hiring Mr. Hansen for the <br />position of finance director. Staff further recommends that the Council appoint <br />Mr. Hansen with a starting salary of $63,270.18 (step 3) annually with an <br />increase to $66,785.66 (step 4) in 6 months pending a satisfactory performance <br />evaluation and $70,300.20 (step 5) one year from the start date pending a <br />satisfactory performance evaluation. The recommendation to start Mr. Hansen at <br />step 3 is based on his extensive experience in senior municipal finance positions. <br />Staff further recommends that the Council allow Mr. Hansen to accrue vacation <br />at a rate of three weeks annually. <br /> <br />
