Be inconsistent with the objectives of encouraging land uses compatible with the <br />preservation of the natural land forms, vegetation and wetlands within the City. <br /> <br />The expansion will result in a more aesthetically pleasing billboard which would not <br />be inconsistent with preservation of natural vegetation and wetlands. <br /> <br />e. Include development of land and water areas essential to continue the temporary <br />withholding of rapid runoff of surface water which contributes to downstream flooding or <br />water pollution or development of land and water areas which provide ground water recharge <br />or development which diminishes the land or water which are necessary to carry increased <br />flows of storm water following periods of heavy precipitation. <br /> <br />This development will not impede rapid runoff or disrupt the natural surface <br />water management of the site. <br /> <br />It appears from staff’s review that all of the standards for approval of the wetland <br />alteration permit have been met or sufficiently satisfied. <br /> <br /> <br />Recommendation: <br /> <br />1. Based on the interpretation of the Code which would indicate that the sign can be <br />expanded, staff and the Planning Commission recommend approval of Resolution <br />5627, a resolution approving a development review for the expansion and aesthetic <br />improvement of the existing Clear Channel billboard, located at 2373 County Highway <br />10 (former Midland Videen wetland and open space parcel) contingent upon the <br />following: <br /> <br />a. Obtain approval from the City of a Wetland Alteration Permit. <br />b. The applicant shall submit a materials board prior to construction for <br />administrative approval. <br />c. All fees, legal and otherwise, associated with the easement sale and <br />easement document preparation shall be the sole responsibility of the <br />applicant. <br />d. Provide a tree inventory for the site indicating which trees have been <br />targeted for removal. <br />e. Execute a renegotiated purchase agreement for the additional easement <br />area. <br />f. The utilities to the site shall be relocated underground.
