Item No: 6D <br />Meeting Date: November 13, 2001 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Resolution Electing to Continue Participating in the <br />Local Housing Incentives Account Program Under the <br />Metropolitan Livable Communities Act <br />Date of Report: October 29, 2001 <br /> <br />Background: <br /> <br />Mounds View has participated in the Local Housing Incentives Account Program under <br />the Metropolitan Livable Communities Act since 1997. Each year each metropolitan <br />community must decide whether or not to continue in the program. Each community must <br />annually pass a resolution in support of the program. In addition, each city must also <br />demonstrate that they have spent on affordable housing initiatives an amount at least <br />85% of the Affordable and Life Cycle Housing Amount (ALHOA) calculated by the <br />Metropolitan Council each year. Mounds View’s calculated ALHOA obligation is <br />$1,006.49, which the City will exceed by through its expenditures regarding code <br />enforcement, the Housing Resource Center, and its housing inspection programs. <br /> <br />Participation in the program allows the City access to funding accounts set up by the <br />Metropolitan Council. These include the Tax Base Revitalization Account, Livable <br />Communities Demonstration Program, the Local Housing Incentives Account and Local <br />Planning Assistance Grants and Loans. Mounds View and the North Metro 35W Coalition <br />have received grants through participation in this program. <br /> <br />Attached is Resolution No. 5648 supporting the Livable Communities Act and stating that <br />the City of Mounds View will continue to participate in the program. <br /> <br />Recommendation: <br /> <br />Staff recommends that the City Council approve Resolution No. 5481 supporting the <br />Livable Communities Act and stating that the City of Mounds View will continue to <br />participate in the program. <br /> <br /> <br />_____________________________________ <br />James Ericson <br />Community Development Director <br />763-717-4021 <br /> <br />C:\WINNT\Profiles\Jime\Favorites\City Council Stuff\2001 Livable Communities Report - Nov 12, 2001.doc
