<br />Item No. 9 <br />Type of Business: Reports <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Charles Hansen, Finance Director <br />Item Title/Subject: Report on a Proposed Change in the Accrual and <br />Usage of Vacation Time for Police Officers <br />Date of Report: November 5, 2001 <br /> <br />It has come to our attention that the accrual and usage of vacation time for <br />Mounds View police officers is being handled differently than for other city <br />employees. <br /> <br />All employees accrue vacation time as a predetermined number of hours per pay <br />period. However, the hours accrued by police officers in a given year, 2001 for <br />instance, do not become available for use until January 1st of the following year, <br />2002 in this example. For other employees, vacation hours become available for <br />use as soon as they are accrued, provided the individual isn’t on probation or <br />otherwise limited. <br /> <br />There doesn’t appear to be anything in the police labor contracts or the City of <br />Mounds View Personnel Manual which support the current practice. <br /> <br />The current system was put in place prior to any of the current administrative <br />staff coming to the City, so we have a limited understanding of the reasons for <br />the practice. It may have been a reform of an earlier practice under which the <br />police officers had more liberal access to vacation time than other employees. <br /> <br />It is our recommendation that from this point forward, the accrual and usage of <br />vacation time by police officers be handled on the same basis as all other <br />employees, consistent with the Personnel Manual and police labor contracts. <br /> <br /> <br />Respectfully Submitted, <br /> <br /> <br /> <br /> <br />Charles Hansen
