Item No: 7E <br />Meeting Date: December 10, 2001 <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br /> <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Second Reading and Adoption of Ordinance 690, an <br />Ordinance Amending Chapter 1001.02 of the <br />Municipal Code (Building Code) Relating to Work <br />Requiring a City License <br />Date of Report: December 3, 2001 <br /> <br />Background: <br /> <br />The City of Mounds View requires a contractor’s license for most work performed in the <br />City. In most cases, contractors hold state contractor’s licenses. However work that falls <br />outside the scope of the building code typically does not require a state license. Some of <br />this work, such as driveway installations, sign installations, tree trimming, fence <br />installation (and others) requires a City contractor’s license. One of the reasons the City <br />requires a license is to offer some level of protection to the community by assuring that <br />the contractor has sufficient liability and workers compensation insurance as well as <br />providing some level of accountability and protection from “fly-by-night” companies. <br /> <br />Discussion: <br /> <br />The following work is not currently listed in Section 1001.02 as requiring a City License: <br />Residential Fuel Tank Removal <br />Chemical Fire Suppression <br /> <br />Given the public health and life safety aspects associated with this work, staff is <br />recommending that a City License be required. <br /> <br />Recommendation: <br /> <br />Review the attached ordinance and if acceptable, introduce the ordinance and hold the <br />first reading. <br /> <br /> <br />_____________________________________ <br />James Ericson <br />Community Development Director <br />763-717-4021
