Clark, Chief of Police <br />Item Title/Subject: Title Change – Police Department Position <br />Date of Report: August 29, 2018 <br /> <br /> <br />Title Change From Police Lieutenant to Police Commander: <br />The Police Civil Service Commission voted at their November 20, 2000 meeting <br />to recommend a change in position title for the Police Lieutenant. The item was <br />considered after a request from me. <br /> <br />The title change is status only, and was not considered a salary item or salary <br />change. The status change is similar to changes that have occurred in the Law <br />Enforcement family around us (attached survey). Police Commander was <br />recommended to the Commission because it follows the trend being developed <br />by St. Paul and Minneapolis, who are our area leading edge agencies. <br /> <br />This Position title change places our number two position on an equal status <br />with the Departments we deal with. Our Lieutenant currently is required to attend <br />functions where the rank is the lowest present, although he fills the same job as <br />the others. Raising his stature will raise his credibility. Police agencies are very <br />rank and status aware, and this is based on their quasi-military organization. <br /> <br />The Change in status will also allow us to send the individual to advanced <br />training that requires the stature of Major or above. <br /> <br /> <br /> <br />Respectfully Submitted, <br /> <br />___________________________ <br />William A.
