<br /> <br />cannot come to mutually agreeable terms based on independent appraisals. Of course, <br />this is a tool that must be used judiciously, on a case-by-case basis, and only when <br />absolutely necessary. Unfortunately, it is also a tool that some local units of government <br />have used inappropriately. Nonetheless, it is intrical to accomplishing redevelopment and <br />revitalization objectives. <br /> <br />Project Finance <br /> <br />Based on our existing TIF districts, redevelopment can primarily be funded in two ways. <br />First, pooled funds can be utilized. As the Council is aware, pooled funds are available <br />after all other obligations are satisfied. Currently, our pooled funds are limited, but should <br />increase once bond obligations are satisfied in 2003 and 2004. Current changes to the <br />property tax system being considered by the Legislature could also have a substantive <br />impact in the amount of pooled funds that are available. <br /> <br />Second, the EDA could issue a bond to finance the costs of land assembly. When issuing <br />a bond for land assembly, as is the case on most redevelopment projects, the bond would <br />be repaid through increased property taxes associated with the project, the proceeds of the <br />land sale, and pooled increment as necessary. While the City has issued bonds in the <br />past, it has not recently done so. It is also possible to do an interfund loan that would be <br />repaid by future increments with interest. <br /> <br />Finally, and additional consideration relative to project finance is the remaining life of the <br />City’s three current redevelopment districts. These districts are set to decertify in 2013, <br />2014, and 2015. Accordingly, the capacity to generate revenue within existing districts <br />decreases each year. <br /> <br />Policy Discussion <br /> <br />Redevelopment Priorities <br /> <br />1.
