<br /> <br />Community Background: <br /> <br />The City of Mounds View is located in the northwest corner of Ramsey County adjoining Anoka County. The <br />communities of Arden Hills, Shoreview, North Oaks, New Brighton and Mounds View, as well as portions of Spring <br />Lake Park, St. Anthony Park and Blaine, were all part of the original Mounds View Township. In 1891, New Brighton <br />became the first village in the township to incorporate; Arden Hills the second in 1951, followed by North Oaks in 1956 <br />and Shoreview in 1957. Also in 1957, small portions of the township were annexed by Spring Lake Park, Blaine and St. <br />Anthony. The remaining four square miles of the township became the Village of Mounds View on April 2, 1958 with a <br />population of 5,738. <br /> <br />The first Planning Commission was established in 1959 and the first comprehensive plan for Mounds View was <br />completed in that year. The City adopted a revised comprehensive plan in 1976 in accordance with the Metropolitan <br />Land Planning Act passed by the Minnesota legislature in 1976. The current plan was adopted in 1979. <br /> <br />Mounds View is generally flat with slopes that range from zero to six percent. There are few areas that have slopes in <br />excess of twelve to eighteen percent, a grade that would pose substantial limitations on development. <br /> <br />Wetlands and ponding areas serve as holding areas for storm runoff, filter ground water supplies, and provide habitat <br />areas for wildlife. Wetlands have been protected, for the most part, as Mounds View has developed. The City of Mounds <br />View works cooperatively with Rice Creek Watershed District to ensure that development does not adversely affect <br />wetlands and drainage. Drainage systems include ditches, drainageways and storm sewers. Storm water problems are <br />limited to some local trouble spots. There is no need for major expansion or major alteration to the current system. New <br />development will be reviewed to ensure that the current system is not adversely affected. The majority of the soils <br />present in Mounds View offer slight to moderate limitations to development. <br /> <br />
