<br /> <br />Housing Background and Goals <br /> <br />The City of Mounds View is a fully developed suburban community in the northern Twin Cities metropolitan area. <br />Residential land uses are and will continue to be the principal land uses in Mounds View. The intent and content of <br />Mounds View’s housing element therefore is directed towards maintaining and improving the quality and diversity of the <br />existing housing stock and providing infill housing where possible. The housing element looks at four areas as required <br />by Metropolitan Council guidelines. These include housing goals and policies, existing housing supply, future housing <br />needs, and housing programs that have and/or will be used to achieve the goals. <br /> <br />Housing Goals: <br /> <br />Goal 1: Maintain a broad and full choice of housing opportunities. <br /> <br />Goal 2: Maintain and upgrade the existing housing stock of the City. <br /> <br />Goal 3: Administer housing programs in an efficient and cost effective manner. <br /> <br /> <br />Existing Housing: <br /> <br />A majority–71 percent–of Mounds View housing is owner occupied. The majority of the housing supply is “single <br />family” at 55 percent. Apartments make up 25% of the housing supply while manufactured homes make up 12 <br />percent. The remaining housing units are distributed among duplexes, fourplexes, townhomes and condos. The <br />housing values in Mounds View continue to appreciate--the average sale price of a home in Mounds View has <br />increased 25 percent in just two years. According to the 1990 Census, 31 percent of the housing units in Mounds <br />View are deemed affordable. (This figure will be updated as soon as more detailed 2000 Census data is released.) <br /> <br />The City’s housing stock meets or exceeds all benchmarks established by Met Council for affordability and livability. It <br />is a goal to maintain our housing stock within these benchmarks while attempting to improve the overall housing quality <br />of the City. With an aging housing stock, lower valued homes, and lower income families the City will continue to have <br />to address substandard housing. It is the goal of the City to address housing issues now before they become a bigger <br />problem.
