RESOLUTION 5499 <br /> <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION AUTHORIZING THE DISTRIBUTION OF A REQUEST FOR PROPOSALS (RFP) FOR A <br />DESIGN CONSULTANT TO DEVELOP AND RECOMMEND A HIGHWAY 10 RECONSTRUCTION AND <br />REVITALIZATION PLAN, <br />SPECIAL PLANNING CASE SP077-00 <br /> <br />WHEREAS, the City of Mounds View desires to employ the services of a design consultant to develop and <br />recommend a Highway 10 reconstruction and revitalization plan; and, <br /> <br /> WHEREAS, based upon the City’s direction and the efforts of the Highway 10 Steering Committee, <br />Springsted Incorporated drafted a Request For Proposals (RFP), attached hereto as Exhibit A; and, <br /> <br /> WHEREAS, the RFP seeks a qualified design consultant to address the following generally described issues: <br /> <br />1. What can be done along the Highway 10 corridor to increase pedestrian and traffic safety? <br /> <br />2. What can be done to change the appearance of the Highway 10 corridor from a freeway to a <br />community boulevard and enhance community identity? <br /> <br />3.
