H. <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Michael Ulrich, Director of Public Works <br />Item Title/Subject: Public Hearing, Second Reading and Consideration of <br />Ordinance No. 673, Amending Chapter 906 of the Municipal <br />Code, Section 906.04, Subd. 4, “Responsibility for Water <br />Service Repairs” <br />Date of Report: August 29, 2018 <br /> <br />A Public Hearing is scheduled for 7:05pm on November 27, 2000, for public input regarding the <br />proposed ordinance amending Chapter 906 of the Municipal Code. Staff has received a few calls <br />regarding this proposal. I believe two to three expressed positive responses to the change. Two <br />property owners who have already either repaired or replaced their service were opposed to the <br />new fee and service. One residents was curious as to when the policy was changed in the past, <br />leaving the property owner responsible for the entire service. <br /> <br />The current ordinance was adopted on October 13, 1996. I am unsure of the reason for the <br />change, as well as the extent of responsibility either party assumed prior to the amendment. <br /> <br />Initially it was intended for each property owner that was covered by the amendment, would be <br />required to participate in this program. In light of a couple of residents voicing opposition to <br />paying for future repairs or replacement when they have recently endured them, staff would <br />suggest to Council that this service become elective. All property owners affected by the <br />amendment would be charged the fee initially. If a property owner elected to withdraw from the <br />program, they would be required to submit a written request to do so. After receiving the written <br />request, staff would refund the initial fee on the next utility bill and create a list of properties not <br />covered by this policy. <br /> <br />Staff seeks Council discussion and direction in this decision, if the Ordinance is adopted. <br /> <br /> <br /> <br /> <br />_________________________________ <br />Michael Ulrich, Director of Public Works <br /> <br /> <br /> <br /> <br />
