Item No. 10D <br />Type of Business: CB <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Givonna Reed, Assistant to the City Administrator <br />Item Title/Subject: Consideration of Evaluation of Community <br />Development Director Position <br />Date of Report: November 21, 2000 <br /> <br /> <br />In the fall of 1997 the Community Development Director job description was <br />amended along with the salary and Hay points. Subsequent to the amendments <br />being made and hiring for the position it was realized that the salary and points <br />for the position did not match. At its November 13, 2000 meeting the City <br />Council directed staff to conduct an evaluation of the Community Development <br />Director position for the purpose of reconciling the points and salary. <br /> <br />Labor Relations Associates, INC (LRA) has reviewed the job description, points <br />and salary for the Community Development Director position. Their <br />recommendation is that the points for the position remain at 588 based on the job <br />description and that the salary be set at $63,600. Accepting this <br />recommendation would be a significant step in the direction of reconciling the <br />points and salary and would bring the position considerably closer to the internal <br />pay line. <br /> <br />Please review the following options for compensating the Community <br />Development Director: <br /> <br />1. Set the maximum annual salary at $63,600. Start Mr. Ericson at step 2 <br />($54,060), advance him to step 3 after a satisfactory six-month <br />performance evaluation, and step 4 one year after the start date. The <br />appropriate step and cost of living increases would occur annually <br />thereafter. <br /> <br />Option one is the recommendation of LRA. This option would bring <br />the position closer to the internal pay line than the other two options <br />and most effectively matches points to salary. This option also <br />moves the employee to the top of the scale at an accelerated pace. <br /> <br /> <br /> <br />
